Endorsed under the UN Decade of Ocean Science, OBON is building a global framework to integrate environmental DNA (eDNA), RNA, and other biomarkers into routine ocean observation. By fostering real-time, large-scale biodiversity monitoring from coastal zones to the open ocean, OBON supports early detection of biological hazards (including harmful algal blooms and pathogens), tracks ecosystem change, and strengthens the scientific foundation for ocean management and policy.

The morning oral session, chaired by Margaret Leinen (Scripps Institution of Oceanography, UC San Diego, USA), with co-chairs Katie Pitz (MBARI, USA), Hassan Moustahfid (NOAA IOOS, USA), Julie Robidart (National Oceanography Centre, UK), and Nicolas Pade (EMBRC-ERIC, EU), showcased global collaboration in action. Presentations demonstrated how biomolecular tools are deployed in Australia, how they are enhancing fish species detection in the Colombian Pacific, advancing biodiversity exploration at deep-sea and volcanic sites, and complementing long-term ecological monitoring such as in the Western English Channel. Updates from international initiatives, including ANEMONE Global and the European Marine Omics Biodiversity Observation Network (EMO BON), highlighted lessons learned in scaling genomic observations and embedding them within sustained observing systems.

Technological innovation was a central theme. Speakers reviewed advances in aquatic eDNA sampling technologies, integration with autonomous and fixed observing platforms, and the development of standardized workflows. Strong emphasis was placed on FAIR (Findable, Accessible, Interoperable, Reusable) data principles, reference library development, and model integration to ensure biomolecular data can be interpreted, compared, and applied across regions.

The afternoon poster session expanded the global picture, with 15 contributions spanning large ocean states, marine protected areas, and biodiversity hotspots. Posters highlighted long-term eDNA time series revealing plankton dynamics and climate-driven ecological shifts; the development of DNA barcode reference libraries to improve species-level resolution; and applications in fisheries monitoring and pelagic stock assessment. Innovations in portable extraction systems, RNA-based toxin detection, and real-time biosensing illustrated progress toward field-deployable, near-real-time biomolecular observation.

Capacity development emerged as a unifying theme across both sessions. Presentations underscored the importance of training, shared protocols (including standardized biomolecular practices), infrastructure development, and equitable access to technology, ensuring that biomolecular observing becomes a truly global and inclusive component of ocean science.

Together, the sessions demonstrated OBON’s growing role as a cornerstone of next-generation ocean observing systems, connecting technology, data standards, and international partnerships to strengthen biodiversity monitoring and support evidence-based ocean stewardship worldwide.

(see below for Spanish language version of report)

In early September, the Ocean Biomolecular Observing Network (OBON) convened an international workshop at FAO Headquarters in Rome to explore how biomolecular technologies, such as eDNA, metabarcoding, and other omics tools, can be leveraged to support more sustainable and innovative fisheries and aquaculture management.

The event brought together 39 participants from 20 countries across Latin America, North America, Europe, Africa, Asia, and Oceania, uniting scientists and aquatic resources managers, in a shared mission to bridge biomolecular research and real-world fisheries management. The workshop was financially sponsored by the Minderoo Foundation and Dalio Philanthropies, with administrative support from the Partnership for Observation of the Global Ocean (POGO). OBON also gratefully acknowledges the Food and Agriculture Organization of the United Nations (FAO) for facilitating the venue and the General Fisheries Commission for the Mediterranean (GFCM) for their vital logistical support.

Over three days, participants shared insights, experiences, and regional perspectives through a mix of presentations and breakout discussions. The initial plenary presentations set the stage with the current capabilities of eDNA related to fisheries and an example of a government using eDNA data to manage aquatic resources. These presentations were followed by a number of case studies of regional and national efforts to incorporate eDNA and other biomolecular tools into aspects of fish stock assessment and aquaculture management.

Working groups on Stock Assessment, Aquaculture, Ecosystem-Based Management, Compliance and Enforcement, Biomolecular Data, and Capacity Development discussed the state of current use of eDNA, challenges and opportunities. They identified shared goals and practical pathways for action. Key discussions focused on creating robust metrics and visual tools to translate eDNA data into management-ready indicators, improving data transparency and harmonisation, and engaging a wide range of stakeholders including fishers and aquaculture practitioners, managers and citizen scientists in biomolecular monitoring efforts.

The workshop concluded with a collective call to action for each of the working group topics. Some of the highlights included that participants agreed to form an international working group on biomolecular tools for stock assessment, to consider a pathway to develop sector-specific materials for aquaculture applications and to share and develop visual communication tools such as infographics and short videos to showcase the potential of eDNA. Other commitments included building a repository of biomolecular resources for aquatic resources management on the OBON website and preparing case studies for engagement with Regional Fisheries Management Organisations (RFMOs) and national authorities.

Looking ahead, the OBON Fisheries Management Workshop Steering Committee will reconvene in the coming weeks to review these proposed actions and plan the next phase of implementation in collaboration with workshop participants, including a platform for communication where managers and scientists will be able to continue interacting and exchanging ideas. Together, these efforts mark a significant step towards embedding biomolecular tools at the heart of global fisheries and aquaculture governance.

Global fisheries and aquaculture production have expanded dramatically over the past seven decades, from 19 million tonnes of capture fisheries and 638,457 tonnes of aquaculture in 1950 to over 92.3 million and 130.9 million tonnes, respectively, in 2022 (FAO, 2024). This rapid growth has raised sustainability concerns, especially regarding bycatch impacts and the conservation of endangered, threatened, and protected species (Gray & Kennelly, 2018; Lewison et al., 2004).

Aquatic products are now the world’s most traded food commodity, involving over 230 countries (SOFIA, 2024). Trade globalization, technological innovation, and consumer demand trends have brought traceability challenges and emphasized the need to ensure the sustainability, legality, and safety of aquatic products. Meanwhile, the proportion of fish stocks within biologically sustainable levels has continued to decline, reaching 62.3% in 2021 (FAO, 2024).

Sustainable harvesting demands accurate data on species identification, population size, dynamics, and exploitation rates. Traditional fishery-dependent and independent methods, while valuable, face biases and limitations (Hilborn & Walters, 1992; Dennis et al., 2015). Biomolecular technologies, such as qPCR, DNA (meta)barcoding, and especially environmental DNA (eDNA)-based approaches, offer transformative, non-invasive alternatives that improve monitoring, biodiversity assessments, and management responsiveness.

eDNA-based approaches and similar tools provide major advantages: high detection rates, cost-effectiveness, reduced labour, and scalability for long-term monitoring (Knudsen & McDonald, 2019; Russo et al., 2021). With careful integration into existing frameworks, biomolecular technologies can significantly enhance aquatic ecosystem assessments.

Applications include:

Strengthening eco-labelling and combating illegal fishing (Willette et al., 2023)

Aquatic biomonitoring with expanded spatial-temporal resolution (Thomsen &Willerslev, 2015)

The Global Ocean Observing System (GOOS) is the global coordination center for ocean observations. GOOS leads and supports ocean observation efforts at all levels, from communities to governments and international research organizations. GOOS is guided by the Framework for Ocean Observation (FOO) to help the scientific community define the requirements for a comprehensive, adequate, and sustainable global ocean observation system. This approach is based on a minimum set of key variables called Essential Ocean Variables (EOVs), which enable the transition from individual observation systems to a globally coordinated system. EOVs are intended to improve coordination between national and regional initiatives, enabling the collection of data that is globally comparable and useful for advancing science and supporting environmental agreements, policy, and management decisions. In addition, it supports the targeting of investment in marine observation infrastructure.

The GOOS Panel of Experts on Biology and Ecosystems has identified a set of biology and ecosystem EOVs (BioEco) using the Drivers, Pressures, State, Impact, and Response (DPSIR) framework, combined with feasibility and impact assessments. These BioEco EOVs represent the fundamental biology and ecosystem observations needed to better understand ocean health and provide benchmarks for measuring and reporting on the impacts of human pressures and climate change. To date, GOOS has recognized 12 BioEco EOVs, including microbial and phytoplankton biomass and diversity.

The objective of this workshop is to present the concept of BioEco EOVs and their role in coordinating marine observations and managing data for comparison at different scales and for different applications. In particular, the workshop will focus on the marine microbial biomass and diversity EOV.

The third UN Ocean Conference, which took place in Nice from 9 – 13 June 2025, was co-hosted by the Governments of France and Costa Rica. The overarching theme of the Conference was “Accelerating action and mobilizing all actors to conserve and sustainably use the ocean”. Its aim was to support further and urgent action to conserve and sustainably use the oceans, seas and marine resources for sustainable development and identify further ways and means to support the implementation of SDG 14, building on the previous UN Ocean Conferences (2017 and 2022). A number of official special events were held alongside UNOC3, including the first One Ocean Science Congress, organised by Ifremer and CNRS.

OOSC was attended by 2,150 delegates from 113 countries. It provided an opportunity to showcase OBON activities, with an oral presentation delivered by OBON Chair, Margaret Leinen (Scripps Institution of Oceanography, USA), as part of session T3-6 “Marine Biodiversity Observation and Monitoring”.

Margaret Leinen also participated in a POGO Town Hall, focusing more broadly on the need for sustained, long-term funding for ocean observations in support of global policy frameworks. On the first day of the congress, POGO issued a Statement entitled “No Data, No Action”, which garnered over 50 signatures from members and partner organisations, including OBON. The Statement was also referenced in POGO’s intervention in the UNOC Plenary session – sharing POGO’s global call for urgent, sustained investment in ocean observations.

Margaret Leinen and Sophie Seeyave discussed OBON with various colleagues and stakeholders, taking the opportunity to hold a side-meeting with colleagues from the Cawthron Institute (New Zealand), which is leading the “Citizens of the Sea” eDNA programme.

UNOC was very well attended, with 55 Heads of State and Government, along with 15,000 participants from civil society, business, and science. There were at least 450 side events. At its closing, more than 170 countries adopted an intergovernmentally agreed political declaration committing to urgent action to conserve and sustainably use the ocean, entitled Our ocean, our future: united for urgent action.
